日本政府による在日駐留米軍へのホストネーションサポートプログラム（在日米軍駐留経費負担）は日米安全保障関係の特質―日本は主として財政面で貢献―を具現してきた。この論文では、９１１以降の日本政府のテロ対策支援や在日米軍のグアム移転を含む日米関係における最近の出来事が、このプログラムに関しての日本の今後の政策決定に如何に影響を及ぼし、更に日米安保関係を如何に変容し得るかを分析する。日本及び米国におけるこのプログラムに対する代表的な意見をレビュー・類型化した後に、このプログラムを評価するための３つの評価軸、軍事的意味(military)、政治的意味（political）、国民の理解・国民への広報（public relations）において数量的に分析した。

これらの評価・分析を踏まえ、2007年中にも開始されるであろう次回の在日米軍駐留経費負担特別協定（2008年4月以降）の日米交渉の見込み、更には、今後の本プログラム及び日米安保関係の中長期的見込みについて議論する。
